I think I see what you are doing and this is what popped into my head ... it's a different approach (or way to look at it). You could always create the XML sitemap and the sitemap text/links within the same page or on 2 separate pages within the same site. When you want to include the sitemap links or the saitemap within another site it could be easily done using the iframe tags pointing to your respective page(s). That way regardless of what changes you make, links, text or comments they would always be reflected on the external websites calling the page within the iframe tags.
One key would be to pick a width for the page and never alter it since external websites calling the page would be best coded to have a fixed width for the iframe to keep their site layout consistent.
Just a twist to your question that mayhekp.

I think I understand what you are saying, but what I'm trying to do is make it to where the links show up like a regular link on a web page and not that stuff that shows up when you go to an xml page. It's kind of unfriendly (if ya know what I mean)
But the iframe would definitely work if all I wanted to do was display the xml page itself.
